Kegiatan ini dimoderatori oleh Abdul Razaq Cangara, dosen Departemen Ilmu Hubungan Internasional Universitas Hasanuddin, yang memandu diskusi secara interaktif serta membuka ruang dialog antara narasumber dan peserta.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dalam paparannya, Dr. Gatra memaparkan bahwa cyberspace sebagai konsep multidimensional yang terdiri atas empat lapisan utama, yaitu <em>physical, logical, content,<\/em> dan <em>social layer<\/em>. Keempat lapisan ini membentuk ekosistem siber yang saling terhubung dan menjadikan ruang siber semakin strategis, sekaligus rentan terhadap berbagai ancaman berbasis teknologi. Negara-negara kini memandang cyberspace sebagai domain penting yang berpengaruh langsung terhadap keamanan nasional dan stabilitas kawasan.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" width=\"1024\" height=\"549\" src=\"https:\/\/hi.fisip.unhas.ac.id\/wp-content\/uploads\/2026\/01\/Screenshot-2026-01-28-101527-1-1024x549.jpg\" alt=\"\" class=\"wp-image-3506\" srcset=\"https:\/\/hi.fisip.unhas.ac.id\/wp-content\/uploads\/2026\/01\/Screenshot-2026-01-28-101527-1-1024x549.jpg 1024w, https:\/\/hi.fisip.unhas.ac.id\/wp-content\/uploads\/2026\/01\/Screenshot-2026-01-28-101527-1-300x161.jpg 300w, https:\/\/hi.fisip.unhas.ac.id\/wp-content\/uploads\/2026\/01\/Screenshot-2026-01-28-101527-1-768x412.jpg 768w, https:\/\/hi.fisip.unhas.ac.id\/wp-content\/uploads\/2026\/01\/Screenshot-2026-01-28-101527-1-1536x824.jpg 1536w, https:\/\/hi.fisip.unhas.ac.id\/wp-content\/uploads\/2026\/01\/Screenshot-2026-01-28-101527-1.jpg 1920w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Diskusi kemudian menyoroti tantangan utama keamanan siber global, khususnya meningkatnya ancaman internet yang tidak selalu diimbangi dengan kapasitas negara dalam meresponsnya. Ketimpangan kemampuan teknologi mendorong pentingnya kerja sama internasional di ruang siber, terutama untuk memastikan inklusi teknologi bagi negara-negara berkembang di Indo-Pasifik. Dalam konteks tata kelola global, pembahasan juga merujuk pada United Nations General Assembly Resolution 70\/237 yang menekankan norma perilaku negara yang bertanggung jawab di ruang siber.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lebih lanjut, sesi ini membahas fenomena weaponisation of cyberspace, termasuk praktik cyber espionage, sebagai bagian dari kompetisi strategis antarnegara di kawasan Indo-Pasifik. Untuk menghadapi ancaman tersebut, dibahas pula berbagai langkah penanggulangan dan perlindungan, salah satunya melalui mekanisme government attribution sebagai upaya meningkatkan akuntabilitas, penegakan norma internasional, dan pencegahan eskalasi konflik di ruang siber.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mini Course Series #3 ini diselenggarakan secara kolaboratif oleh EINPOL bersama Departemen Ilmu Hubungan Internasional Universitas Hasanuddin, Universitas Mataram, Universitas Sulawesi Barat, serta didukung oleh Australia Awards Indonesia (AAI).
